"The requested resource does not exist" on debug URL in 7.1

Hello

This is for 7.1.

I am trying to debug a WD application, I have followed the instructions in this link: http://help.sap.com/saphelp_nw04/helpdata/en/78/dde7e4e4e08c4aa77aecd8d42d71d0/frameset.htm and also saw this thread: http://scn.sap.com/thread/537962

However I'm getting "The requested resource does not exist".

The server config as reflected in NWDS:

Productive Use: NO

Debug Mode: ON

Restricted Load Balancing: YES

Debug Port 1024

The application is available on the server.

What Am I missing?
