SAP Portal 7.3 Logon Page customization not reflecting after restart

Hi Experts,

I need your help with SAP 7.3 Log on page customization. Here is what I have done so far.

1. Imported the War file, created new project and applied all the changes

2. Created an EAR.

3. In the EAR file I have made changes to applicaion.xml to modify the context root as <context-root>custom_logon</context-root>

4. Deployed the EAR

5. From NWA changed the UME property ume.logon.application.ui_resources_alias=/custom_logon

6. Restarted the server.

My issue after restart the portal still continues to use the old log on.
