Not able to publish KM document

Hi Expert,

I need to publish template in portal. I uploaded the same and provided the
full control permission to the user by which i need to to publish it.But it is
not getting publish in portal. My requirement is to publish (Replace old with
new excel file) in portal .But i can see only old templates which is existing
not new one which i need to replace and publish with two language selection (There
is two excel file which i need to upload and publish in two different language)

Can some provide the detail solution?
