Portal User Access Denied even if Roles/Groups Already Assigned

Dear Experts,

I created new users in Portal User Administration as below: (Assigned to group: GAMSS Parts Administrator)

Group GAMSS Parts Administrator is assigned to Roles as shown below:

When I login using the new user, I get the following error:

When I was in NetWeaver 7.0, things just show.

However the same thing I did in NetWeaver 7.3, I got the above error. What are the necessary roles/group I must assign to the user?
