Read-only role for content admin not reflecting in DEV only....Works in PP & PRD

Hello All,

We have below existing scenario in our Portal 7.4 è

1. A custom role ‘portal.role.support’ contains delta copy of ‘Content Admin’ page to give users ability to ‘read-only’ portal content.
2. With this role, ‘Content Admin’ is read-only for users in PreProd and Prod environments.
3. However, in DEV, content admin is editable. We want it to be working same as PP & PRD in DEV as well.
4. We compared UME actions assigned to this role in PP & DEV. They are all same.

Below are the steps we did: -

1. Assigned read permission to our support role in ‘Portal Content’ folder.
2. Set permissions in System Admin > Permissions > Security Zone > sap.com > Netweaver.Portal > medium_safety > com.sap.portal.appdesigner.contentcatalog > components

But still when we login with a user who has only this role, in DEV, we see that Portal content is writable.. which ideally should not.

Any ideas what is missing here in DEV?
