Web Page Composer: Can not create new Web Pages

Hello,

after deploying WPC in portal, I created a new Site without any problems.

But when I want to create a new Web Page there is no option in the menu "New".

I can only select "Folder", "Upload" and "Link" but no "Web Page".

Any ideas?
