KM UI commands are missing?

Hi all,

We are using SAP Portal 7.0 SP20, In Knowledge Management some of UI command resources like Create New folder, Lifetime option are missing.

We checked all UI commands, Detail properties and Layout Sets, we restarted portal also. Please let me know is there any problem in KM configuration or performance tuning.
