WDA iview not refreshed when clicked again

I saw this issue mentioned in a few threads but they are "not answered". So I am not sure if the solution has been found already. Our EP is on 7.3.1 SP15. I have just setup a WDA based on a vanilla WDA demo_roadmap. After I click through the app, I click on the same app via the portal navigation. The iview is not getting refreshed as I still see the same screen before. This happens on all WDA iviews in the portal server.

We had another portal server running on 7.3.1 SP7. We don't see the behavior and when I click on the demo_roadmap the second time, it does refresh and that is the way I expect. Please advise.
